Public Hearing Notice Thursday, September 4, 2025
Rubidoux Community Services District (RCSD) is providing formal notice of a proposed update to its water and wastewater capacity fees. These updates are set forth in Ordinance No. 2025-143, which the RCSD Board of Directors will consider during an initial reading and public hearing on Thursday, September 4, 2025, at 4:00 PM, or as soon thereafter as the matter may be heard, at the District’s Board Room, located at 3590 Rubidoux Blvd., Jurupa Valley, CA 92509.
The proposed ordinance would:
- Adopt updated capacity fees for new water and wastewater connections, based on a nexus study prepared by Albert A. Webb Associates;
- Repeal Ordinance No. 2016-118, which currently governs these fees;
- Include findings under the California Environmental Quality Act (CEQA), identifying the fees as exempt under CEQA Guidelines §15273(a) because they fund infrastructure needed for system capacity.
A second reading and adoption of Ordinance No. 2025-143 is scheduled for September 18, 2025. If adopted, the updated fees will take effect on November 17, 2025 (60 days following final adoption).
The draft ordinance and capacity fee study are available for review at www.rcsd.org and at the District office, Monday through Friday, 8:00 AM to 5:00 PM.
