Jeff Sims has been with Rubidoux Community Services District since May 2019 starting as Assistant General Manager and becoming the General Manager in May 2020. As General Manager he is responsible for the overall management and leadership of District functions.
Born and raised in Riverside, CA, Sims earned an Associate of Science at Riverside Community College, a Bachelor of Science in Civil Engineering at California State Polytechnic University – Pomona, and a Master of Public Administration from California State University – San Bernardino. He is licensed with the State of California as a Professional Civil Engineer.
Prior to employment with the District, he worked for 24 years at Western Municipal Water District, retiring there in 2017 from the position of Assistant General Manager/Chief Operating Officer. During his tenure at Western he led the engineering and operations functions of the District and performed the role of Administrator of the Western Riverside County Regional Wastewater Authority – a five agency joint powers authority that owns and operates a 14 MGD wastewater treatment plant and collection system. Prior to working at Western, he spent 13 years working for engineering consulting firms focused on land development projects.
Sims and his wife of 32 years live in Moreno Valley where they raised three now grown children. He stays involved in Moreno Valley on the City of Moreno Valley Planning Commission. Spare time is spent with his family that now includes seven grandkids, doing woodwork (building arts and craft style furniture) and golfing.
