Meet the Board

Ruth Anderson-Wilson

Current Board President, Ruth Anderson-Wilson was elected to the Board in 1998. Now serving her second term, she has been active in the community her entire adult life. Water quality and quantity - and providing for future growth in the region - have long been her interests.

But she credits the District staff and its planning abilities for avoiding growth-related water problems such as those facing other communities in the region.

A former welder on ships during World War II at Bethelem Steel in San Francisco, she served as Chairman of the Water Study for the Riverside County League of Women Voters around the time of the California Aqueduct in the 1950s.

Formerly’ President of the Riverside County League of Women Voters for two two-year terms, she also worked on the League’s effort in the 1960s to save the Santa Ana River from becoming concrete-lined, and she was instrumental in founding the Tri-County Conservation League that served as a watchdog organization protecting the river.

And she was the initial recipient of the group’s top environmental award, the annual Ruth Anderson-Wilson award which, of course, carries her name.

A member of numerous community organizations including the Begonia Society, she was awarded the Woman of Achievement award by the YWCA in the City of Riverside in 2000.

She has served on a variety of boards and commissions at the city, county and state levels dating back to 1954, among them serving on the State Water Quality Control Board, Santa Ana Region, in the 1970s for nine years.

She was appointed by the Riverside County Board of Supervisors to represent Riverside County on the Southern California Watershed Fire Council for 20 years.

Mrs. Wilson, who once worked in the property management business, earned a master’s degree in public administration at UCR.

She serves on the Board’s Street Lighting, Personnel, Weed Abatement, Trash Disposal, Finance and Budget Committees, and is the Board’s alternate Regional Advisory Representative.

Armando Muniz

Armando Muniz, was elected to the Board in 1992 places good quality drinking water at the top of his list of priorities.

 

A public school teacher since 1985, Mr. Muniz has taught independent studies and Spanish at Rubidoux High School since 1987, where he also serves as a wrestling coach.

 

His original career, however, was in the world of boxing — following a six-year amateur career, he was a member of the 1968 Olympic team in Mexico City while in the U.S. Army and a member of the Army boxing team — the only American in his weight category representing the United States in his homeland of Mexico.

 

He went on to win 64 welterweight fights as a professional over a nearly 10-year period, and was elected into the World Boxing Hall of Fame in 1993.

 

Mr. Muniz was elected city councilman in the 1992 cityhood campaign in Jurupa, although the cityhood election itself was unsuccessful.

 

He is a member of the Board’s Personnel, Finance and Budget Committees.

 

Named “teacher of the year” in 2002 by a local Hispanic magazine, Mr. Muniz is concerned about conservation with an eye toward assuring an adequate water supply to future generations.

 

And while he is proud of the accomplishments of the Board - including its vote to build the District’s water filtration system — he believes the District is fortunate to have a staff that has been able to provide good planning direction looking to the future, enabling the region to accommodate some growth.

 

Mr. Muniz received his bachelor’s degree from Cal State Los Angeles, attended UCLA and received his master’s degree in educational administration from National University.

 

He is on the Board of the Jurupa Boxing Club, a training organization open to area students from elementary through high school.

C. Marsden Smith

 

C. Marsden Smith, has been a resident of Jurupa Hills area of Rubidoux for over 40 years, was appointed to the Rubidoux Community Services District Board of Directors in 2007 to complete an unexpired term.  He was married to Anita B. Smith for 59 years and raised four children.  He has six grandchildren and six great-grandchildren.

 

He became knowledgeable about water issues through the activities of his wife, who was an appointee on the Regional Water Quality Control Board, Santa Ana Region for three terms and a long-time member of the Rubidoux Community Services District Board of Directors serving her community for over 25 years.  He is an advocate of water quality, water conservation, and service to all the people in the Rubidoux CSD area.

 

He served overseas during World War II and was released from active service in 1945 as a first lieutenant, only to be recalled in 1951.  He retired in 1965 with the rank of major.

 

Mr. Smith was Assistant Director with the County of Riverside Probation Department, Riverside County Juvenile Hall.  He earned his bachelor's degree in history and his master's degree in school counseling from Cal State Fullerton.

 

He has served as chairperson of the Riverside County Advisory Committee on Drug Abuse and the Riverside County Delinquency and Prevention Commission.  He also served as President of the Jurupa Lions Club, and is currently an active member of the Riverside-San Bernardino Orchid Society, having served as President in 1981/1982.
