Current & Planned RCSD - Capital Improvement Projects

Project: Construction of the new Rubidoux Fire Station:

Scope: The new Rubidoux Fire Station will be located at the corner of Mission Blvd and Avalon Street and will replace the existing fire station located on Rubidoux Blvd. The station will be approximately 8,800 square feet and will have 3 truck bays. It will house 2 complete fire crews, 2 type-1 fire engines, 1 new fire truck, and 2 squad vehicles. The station will increase the services, faster response time to residences and business within the community of Rubidoux.

Area: All of the Rubidoux community.

Schedule: Construction completed in October 2006.

Cost: The low bid by ProWest PCM inc. was accepted in the amount of $3.19 million. An approved total project budget was set at $3.76 million. Funding will be through cooperative agreement between the Rubidoux Community Services District and the Riverside County Economic Development Agency. Project: Construction of the New Goldenwest 6 MG Water Storage Tank:

Scope: This project involves the design and construction of a new 6 million gallon water storage tank in the District’s Atkinson (1066 HGL) pressure zone. Site design will incorporate the planting of trees and shrubs to help camouflagethe Tank from view. The site will also be designed to allow for the future construction of a water booster station to pump into the District’s Hunter (1238 HGL) pressure zone. The construction of this tank will allow the District to pump more water in the evenings enabling us to take advantage of lower “off-peak” water pumping rates offered by So Cal Edison.

Area: All of the District’s water service area.

Schedule: Environmental analysis completed. Design and bid documents being prepared.

Cost: $2.76 million has been budgeted for the design and construction of the new Goldenwest 6MG water storage tank. Funding will be paid through District’s Water Restricted Capital fund.


Project: Reconstruction of Portions of the District’s Regional Sewage Conveyance Facilities:

Scope: This project involves the redesign and construction of the District’s Regional Sewage Conveyance Facilities damaged during the winter 2005 storms (January 2005). The new facilities include 2 new sewage pump stations (8.6 million gallons per day combined capacity), 4,600 feet of parallel 14-inch and 18-inch sewage force mains, and approximately 3,000 feet of new 12-inch gravity sewer main.

Area: All of the District’s sewage collection service area.

Schedule: Final design is nearly completed. The design-bid-build projects will be prioritized for immediate construction, but will take up to 18-months to construct.

Cost: The total cost of the reconstruction is estimated to exceed $10 million, and will be funded through FEMA and California’s OES.


Project: Ave Juan Bautista Water Service Replacement Project:

Scope: This project involves the replacement of approximately 25 residential shared customer water services (1 service for 2 customers) with approximately 58 individual water services (1 service for 1 customer).

Area: Ave Juan Bautista (South of Limonite) and Cahuilla St.

Schedule: Project currently on hold.

Cost: This project is estimated to cost $150,000, and will be funded through the District’s water replacement fund.


Project: De La Vista & Vista De Oro Water Replacement Project:

Scope: This project involves the replacement of approximately 1,200 feet of failing 4-inch pipe with new 8-inch pipe. The project also includes the installation of new fire hydrants and 33 residential customer water services.

Area: De La Vista (East of Riverview) and Vista De Oro (East of Riverview).

Schedule: Project completed in August 2006.

Cost: Final project cost was $115,000, and was funded through the District’s water replacement fund.


Project: Mission Blvd Water Replacement Project:

Scope: This project involves the replacement of approximately 1,250 feet of failing 8-inch pipe with new 12-inch pipe. The project also includes the installation of new fire hydrants and 15 commercial and residential customer water services.

Area: South side of Mission Blvd (from LaRue to Pacific).

Schedule: Project completed.

Cost: Funded through the District’s water replacement fund.


Project: Sebastian Avenue Water Replacement Project:

Scope: This project involves the replacement of approximately 2,300 feet of 4-inch pipes with new 8-inch pipe. The project also includes the installation of new fire hydrants and 48 customer water services.

Area: Sebastian Avenue (Entire length)

Schedule: Project complete.

Cost: Final project cost was $462,323, funded through the District’s water replacement fund.


Project: Central Rubidoux Improvement Area (CRIA) Pipeline Replacement Project:

Scope: The CRIA project consists of the abandonment of approximately 17,800 lineal feet of old, substandard domestic water pipelines, 4" in diameter and smaller from within utility easements behind customer homes and from within the paved residential streets in central Rubidoux. These pipes will be replaced with approximately 1,750 lineal feet of new 12" diameter and 19,500 lineal feet of new 8" diameter water mains. The CRIA project will also include the installation of approximately 50 new fire hydrants and 72 isolation valves to further increase reliability and ease of maintenance. This project will replace the water services and old water meters to 446 RCSD customers, greatly enhancing the water service to these customers within the District's service area.

Area: The following Streets will be affected by the CRIA project. 42nd St (from Rubidoux to Wallace), Tilton Ave (from Briggs to Twining), Carol Way, Capary Rd (Wallace to Driving Range), Molino Way, Portions of Ft. Fremont Alley, Briggs Street (from Tilton North), Leigh St, Pontiac Ave (from Tilton to Mission), Rubidoux Blvd (from 42nd to Mission), Fort Dr, Twining St, Mennes Ave, and Wallace (from 42nd to Mission).

Schedule: Pipeline construction completed October 2006. Customer meter relocations currently underway.

Cost: Final construction cost was $2,405,000. $2,200,000 of this cost was funded through a Proposition 13 (Water Bond of 2000) grant.
